Moving from Pennsylvania to Dallas: A Family Relocation Guide

Kristen Carpentier

Quick answer: Texas removes Pennsylvania state income tax and may remove a local wage or earned income tax, but the move only works on paper after you compare two exact addresses. Price the DFW home, full property tax stack, insurance, electricity, tolls, commute, and school assignment before setting a purchase budget.

Dallas-Fort Worth, or DFW, is a two-city region with several employment centers and many independent suburbs. A Center City commute, a Pittsburgh downtown commute, or a Lehigh Valley routine does not translate to one DFW core. Start with the job address, then filter by complete monthly cost, housing product, and school needs.

Watch: use commute, schools, budget, and daily priorities to turn the DFW map into a short list.

How Much of Your Pennsylvania Paycheck Actually Changes in Texas?

Pennsylvania taxes individual income at 3.07 percent. Texas does not impose state or local individual income taxes. Federal income tax and payroll taxes still apply, so the amount that changes is the Pennsylvania state and local layer shown on your own pay stub and returns.

What changes for a Philadelphia resident or employee?

Philadelphia Wage Tax rates effective July 1, 2026 are 3.735 percent for residents and 3.425 percent for nonresidents. The City says residents owe Wage Tax regardless of where they work. Nonresidents owe it for work performed in Philadelphia. A nonresident working remotely outside Philadelphia is exempt only when the employer requires work outside the city; remote work for the employee's convenience is treated differently.

If a Philadelphia resident works for an employer that does not withhold the City tax, the City says the resident may need to file and pay Earnings Tax. That is a useful pre-move check for a household with an out-of-state or remote employer.

Official sources: Pennsylvania Department of Revenue, personal income tax; City of Philadelphia Wage Tax rates and who pays, Earnings Tax guidance, and nonresident remote-work rules.

What changes outside Philadelphia?

Pennsylvania's Act 32 system uses both the home address and worksite. The Department of Community and Economic Development says an employer generally withholds the higher of the resident earned income tax rate or the work-location nonresident rate. The PSD codes for both locations belong in the calculation. Use the state's address lookup and your pay stub instead of assuming a statewide local rate.

What Belongs in the DFW Address Budget?

Texas has no state property tax. Cities, counties, school districts, and other local units tax property. An eligible residence homestead receives a $140,000 exemption from the school district's taxable value. That exemption does not reduce the taxable value for every local unit by $140,000.

For each candidate home, collect the county appraisal record, every taxing unit, current adopted rates, a lender estimate, an insurance quote, HOA dues, and any special-district obligation. A municipal utility district, or MUD, can levy property tax. A public improvement district, or PID, can place a separate assessment on the lot. An HOA is a separate private obligation.

Will the Same Budget Buy the Same Type of Home?

The only defensible comparison uses the same source, period, geography type, and property definition. The snapshot below uses Redfin city data for all home types over the three months ending August 31, 2026. It shows market scale; it does not say a Philadelphia rowhouse, a Pittsburgh brick home, and a detached DFW house are equivalent products.

What home are you trying to replace?

Write the physical requirement before looking at DFW listings: attached or detached, finished square footage, bedrooms, garage, yard, stairs, storage, renovation tolerance, and maximum maintenance. Then add the school-program need and commute ceiling. This prevents a low citywide median from being mistaken for evidence that the same home costs less.

Run a three-home test: choose three DFW homes you would actually buy. For each, collect the tax estimate, insurance quote, HOA and special-district documents, prior electricity use, assigned campuses, and work route. Compare those against your current Pennsylvania home and realistic sale proceeds.

Which DFW Work Corridor and Suburbs Should You Test?

DFW has several employment centers. Toyota North America identifies its headquarters in Plano. State Farm identifies a hub in Richardson. Charles Schwab identifies its corporate campus in Westlake. American Airlines opened its campus in Fort Worth near DFW International Airport. A household with two work locations should map both before choosing a side of the metro.

How Do You Verify School Assignment and School Taxes?

In Pennsylvania, begin with the latest tax bill for your parcel. The Pennsylvania Department of Education publishes annual school-district real-estate tax rate files based on district General Fund Budgets. It directs users to the Department of Community and Economic Development for other municipal and Act 511 rates. The district file helps explain the school-tax line, but the parcel bill is the household number.

In Texas, two separate checks are required. First, read the county appraisal record and taxing-unit list to understand which school district taxes the parcel. Second, use the Texas Education Agency district locator and the district's own address tool to verify the assigned elementary, middle, and high school. City limits, district boundaries, and campus zones do not reliably match.

Official Pennsylvania source: Pennsylvania Department of Education financial data elements and school tax-rate files. Start DFW research with the site's school district hub and family school research guide, then verify the exact address with the district.

Check the address, confirm the campuses with the district, and pull the parcel's full tax stack. A city name cannot complete any of those steps.

What should a family ask before relying on an address?

Accountability reports can frame questions, but they do not promise a child's experience. Define the programs and logistics your household needs, use objective public sources, and verify them directly.

What Should You Requote and Reinspect Before Buying in DFW?

Do not carry a Pennsylvania premium or maintenance assumption into a Texas offer. The useful comparison is a written quote and inspection for the actual DFW property.

DecisionWhat to requestWhy it matters
Homeowners insuranceCoverage form, replacement cost or actual cash value terms, wind and hail deductible, roof restrictions, and exclusionsThe Texas Department of Insurance says roof age and condition can affect insurability and coverage, and a wind or hail deductible may differ from other deductibles.
InspectionWritten findings on foundation, grading and drainage, roof, and HVAC, plus specialized review when the property warrants itTREC's minimum standards cover these systems but describe a limited visual and basic performance inspection.
FloodAddress-specific flood information and a separate flood quote if appropriatePennsylvania and Texas consumer guidance both treat flood coverage separately from a standard homeowners policy.
ElectricityPrior 12 months of usage, equipment age, and an address-specific plan or utility rateUsage and service territory matter more than a statewide bill estimate. In deregulated areas, compare plan terms through the Public Utility Commission's Power to Choose site.

What Must Happen Before and After Arrival?

  1. Before hiring the mover: check interstate registration and complaint resources through the Federal Motor Carrier Safety Administration's Protect Your Move. Keep the estimate, delivery window, inventory, and valuation coverage in writing.
  2. Before choosing a home: pin the worksite, complete monthly ceiling, home type, and school needs. Shortlist three or four suburbs, then compare actual addresses.
  3. Before an offer: verify tax units, PID or MUD, HOA, insurance, utility usage, assigned campuses, and the peak-hour work route.
  4. Before travel: keep identification, closing, school, medical, mover, and insurance records with you rather than on the truck.
  5. Within 30 days of arriving: Texas requires a new resident to register each vehicle. TxDMV says an emissions inspection is required first in Dallas, Collin, Denton, Tarrant, and other listed emissions counties.
  6. Within 90 days of arriving: transfer a valid out-of-state driver license. Texas.gov says a valid, unexpired out-of-state license can be used for up to 90 days after moving.
  7. After closing and occupancy: check the county appraisal district's homestead application requirements and deadlines. Do not assume the exemption applies automatically.

Frequently Asked Questions

Does Philadelphia Wage Tax stop as soon as we move to Texas?

Do not assume the last Pennsylvania address change automatically fixes withholding. Ask payroll to confirm the residency change, Texas work location, and effective date. For a Philadelphia employer, the City distinguishes employer-required remote work from remote work chosen for the employee's convenience, which can affect a nonresident's Wage Tax treatment.

Which DFW suburb should a Pennsylvania household start with?

Start with the worksite and full monthly ceiling. Richardson or Plano may be logical tests for those job sites; Irving or Lewisville may suit a Las Colinas or airport route; Fort Worth or Arlington may fit a west-side job. Then verify the exact home's cost, school assignment, and route.

How do we compare a Pennsylvania school-tax bill with a DFW home?

Use the current Pennsylvania parcel bill and the state's school-district rate file to understand the origin cost. For the DFW home, pull every taxing unit from the county appraisal record, apply only exemptions for which you qualify, and separately confirm the assigned campuses with the school district.

Is homeowners insurance more expensive in Texas?

A statewide statement cannot price a specific home. Get a written quote for the DFW address and compare coverage, deductibles, roof settlement terms, exclusions, and limits with the Pennsylvania policy. Ask whether roof age changes eligibility or whether wind and hail use a separate deductible before finalizing the housing budget.

What are the first Texas deadlines after arrival?

Texas says new residents have 30 days to register vehicles and may drive with a valid, unexpired out-of-state license for up to 90 days. Emissions testing applies in several DFW counties before registration. Check current TxDMV and DPS instructions, appointment needs, insurance proof, and county-office requirements.

Planning note: Tax, lending, insurance, utility, school, and market information changes. This guide is general education, not tax, legal, lending, or insurance advice. Confirm household-specific decisions with payroll, a tax professional, the taxing unit, school district, lender, inspector, insurer, and utility provider.

What Should You Decide Before Booking the Move?

Decide whether the move works by comparing two real addresses. Confirm the Pennsylvania tax and housing baseline, the Texas work location, a complete monthly ceiling, the type of home you need, the exact school assignment, and the insurance and utility costs. Then use the corridor matrix to reduce the map to three or four suburbs and test actual homes.
