Property tax is the question that comes up after a family sees a North Texas home price that looks manageable. It should. Texas does not levy a state property tax. Local taxing units do, and the stack can include a city, county, school district, college, hospital district, and sometimes a special district. That makes a headline rate useful only as a starting point.

What a Texas Property Tax Rate Includes

The Texas Comptroller explains that local taxing units set their own rates. That means a city name is not enough to price a home. For a planning reference, the Tax Foundation lists 2023 owner-occupied effective rates of 0.71 percent in California, 1.60 percent in New York, 2.07 percent in Illinois, and 1.58 percent in Texas. In the 2025 DFW tax table maintained for this site, a base combined rate is about 1.675 percent in Frisco, 1.711 percent in Plano, 1.772 percent in Allen, and 1.950 percent in Prosper. Those are estimates before a homestead exemption and before any municipal utility district or public improvement district charge. A newer community can have an additional assessment that changes the answer materially, so never use a citywide figure as a final payment estimate.

Cities, counties, and special districts may offer additional local exemptions. Do not assume the exemption is handled at closing. A buyer needs to qualify and apply with the appropriate appraisal district.
